To facilitate a comprehensive, holistic approach to the development of sport as a
vehicle for national development
Objectives
1. To fashion the NOC into a more development oriented organisation based on
the requirements of contemporary changes impacting the Olympic Movement,
and global sport.
2. To establish collaborative, developmental structural relationships among the
affiliates of the NOC

1963 – 70 Member of TEXACO Sports Club, Guaracara, Trinidad and Tobago
Regular attendee at the historic Southern Games, dubbed the
Caribbean’s Olympic Games

1970 Represented Presentation College at the Southern Games in the 110mH

1980 – 83 President, Grenada Amateur Athletics and Cycling Association
(GAA&CA), and facilitated the Grenada Olympic Association gaining
affiliate status with the IOC
1981 – 83 President, Grenada Olympic Association
1984 Drafted Constitution of St Vincent and the Grenadines Cycling Union
1986 – 89 Advisor, St Vincent and the Grenadines National Olympic Association
(SVGNOA), now the St Vincent and the Grenadines National Olympic
Committee (SVGNOC), and facilitated its membership of the IOC
1986 – 97 President, St Vincent and the Grenadines Amateur Athletics
Association (SVGAAA), now Team Athletics St Vincent and the
Grenadines (TASVG)
1987 Commenced work on the establishment of the OECS Athletics
Congress (OAC)
1988 Mandated by IOC President, HE Juan Antonio Samaranch to visit,
evaluate and report on readiness of the NOCs of Dominica,
St Kitts/Nevis and St Lucia for IOC membership. Report was duly
submitted and discussed with IOC President.
1989 Trained as IOC Course Director, Sports Leadership Programme
1989 – present Olympic Solidarity Course Director

1990 Inaugurated the OECS Athletics Congress and installed as its first

Sundays and Wednesdays

Highlights
• Bringing the Athletics Associations of the Organisation of Eastern Caribbean
States (OECS) closer together to work in their collective best interests in the
advancement of the sport
• Realisation of long term sponsorship of the Annual Carifta Games from the
National Gas Company (NGC) of Trinidad and Tobago and the Guardian
Holdings Limited (GHL) with effect from 2004, initially at $40,000 USD each
and effective from 2007, at $50,000 USD. There is continued pursuit of
sponsorship for the Carifta Games from LIAT of the Eastern Caribbean and
BTC of the Bahamas.
• Realisation of expansion of the Right On Track (ROT) Programme, started in
Trinidad and Tobago by Hasely Crawford, initially to the Windward Islands,
effective 2005, with the intention of further expansion to the Leeward Islands
and beyond.

• The encouragement and securing of sponsorship for the expanded ROT
Programme, inclusive of the National Olympic Committees of the respective
countries involved, the NGC and the NACAC. Further sponsorship is actively
being sought from SAGICOR.

• Chair of the Coordination Commission of the Pan American Games, Lima,
Peru, 2019
