Stephen Joachim is an experienced sports administrator and finance professional who has dedicated years of service to the advancement of sport in St. Vincent and the Grenadines. As President of the St. Vincent and the Grenadines Olympic Committee (SVGOC) since 2021 and President of the SVG Swimming Federation since 2013, he brings a wealth of leadership experience, financial expertise and a strong commitment to sports development.
His involvement in sport extends beyond administration, having served as a Trustee of the SVG Olympic Committee and former President of the SVG Squash Association. A passionate sports enthusiast, Joachim has participated in numerous disciplines, including swimming, squash, football, rugby, volleyball, basketball, tennis and athletics.
Professionally, he has served as Chief Financial Officer of Mustique Company Limited since 2003, overseeing financial management, budgeting, internal controls and strategic operations. His extensive qualifications include a Master of Business Administration in Finance and Management, a Bachelor of Laws, a Bachelor of Commerce in Accounting, and professional accounting designations in Canada and the United States.
Combining financial stewardship with a lifelong commitment to sport, Stephen Joachim continues to contribute to the strengthening of sporting institutions and the advancement of athletes in St. Vincent and the Grenadines.
His leadership reflects a commitment to accountability, sound governance and a sustainable future for Vincentian sport.

Shimano Bailey
Shimano Bailey is a sports administrator, safeguarding officer, cycling coach and former national cyclist with extensive experience in athlete development, event planning and Olympic sport.
He serves as President of the St. Vincent and the Grenadines Cycling Union, Safeguarding Lead Officer for the SVG Olympic Committee’s Safe Sports Committee, and a member of the SVG Olympic Academy. His past roles include national cycling team manager, commissaire, cycling coach and Queen’s Baton Relay Deputy Baton Manager.
A former SVG Junior Cyclist of the Year and two-time national Cyclist of the Year, Shimano holds a Master of Clinical Social Work and certifications in sports safeguarding, coaching, governance, leadership and long-term athlete development.

Keith Joseph is a distinguished sports administrator from St. Vincent and the Grenadines, with decades of experience in athletics development, Olympic governance, sports management and regional sports leadership. His work has helped strengthen sporting institutions, advance athlete development and foster collaboration across the Caribbean and the Americas.
He currently serves as President of the Central American and Caribbean Sports Organization (CANOC), Vice President of Panam Sports, and General Secretary of the North American, Central American and Caribbean Athletics Association (NACAC).
A former competitive athlete and national athletics champion, Joseph has played a pivotal role in the development of athletics across the Eastern Caribbean, including the establishment of regional sporting structures, support for the CARIFTA Games and expansion of the Right On Track talent identification programme.
He holds a BA (Hons) in Sociology from the University of the West Indies, St. Augustine, and an Executive Master’s in Sports Organisation Management from the University of Lyon, France.
Through his leadership, technical expertise and commitment to sports development, Keith Joseph continues to contribute to the growth of athletics, Olympic education and international sporting cooperation.
His legacy is one of service, leadership and a lasting commitment to advancing sport across the Caribbean and beyond.
